Consent conditions for Designated Development, State Significant Development and State Significant Infrastructure often include numerous requirements in relation to environmental management and community consultation and liaison.

Independent Environmental Audits

Urban Perspectives specialise in undertaking audits in accordance with NSW Department of Planning and Environments’ (DPE) Post Approval Requirements – Independent Audit (May 2020).

The audit team has experience with undertaking environmental audits of major infrastructure projects and includes a qualified Principal Auditor accredited with the international certifying body JAS-ANZ Exemplar Global.

The scope of the audit is prepared in consultation with the Department of Planning and Environment, Council and the Community Consultative Committee. The independent audits verify compliance of a development with its consent conditions, an Environment Protection Licence (EPL) and approved management plans.

Steps in the audit process are:

  1. Submission of CVs to DPE for approval as auditors.
  2. Liaison with DPE to determine if consultation with other agencies (EPA, Council etc.) and/or community consultive committee is required to refine the audit scope and identify any key issues.
  3. Review of the existing audit checklist and make any updates if required. Prepare an audit plan and send a copy of the audit plan and checklist to the auditee.
  4. Undertake audit inspection and onsite interviews of personnel in accordance with the audit plan and identify compliances and non-compliances. The audit inspection would include an opening and closing meeting.
  5. Undertake an assessment of compliance with the relevant conditions of consent, Environmental Management Strategy, Environmental Monitoring Program, Environmental Management Plans, EIS Predictions and environmental licences / approvals.
  6. Undertake a review of the environmental performance of the development, including a review of actual impacts and monitoring data compared to predicted impacts.
  1. Undertake a review of incidents, non-compliances and complaints that occurred or were made during the audit period.
  2. Undertake a review of feedback received from the Department, Council and other agencies and stakeholders, including the community or Community Consultative Committee, on the environmental performance of the project during the audit period and the performance of the development having regard to agency policy.
  3. Report on the status of implementation of previous Independent Audit findings, recommendations, and actions (if any).
  4. Evaluate the adequacy of Environmental Management System and whether it has been developed in accordance with conditions of consent and relevant approvals.
  5. Prepare and submit draft audit report which includes recommended measures or actions to improve the environmental performance.
  6. Review responses from the auditee to the audit findings and recommendations with an action plan.
  7. Submit the final audit report to DPIE and a declaration in accordance with Appendix E of the Post Approval Requirements – Independent Audit (May 2020). An electronic copy of the report would also be provided for the auditee website.

Environmental Management Plans

Urban Perspectives prepares Environmental Management Plans (EMP) for construction works.

The EMPs are prepared in accordance with the NSW Government "Environmental Management Systems Guidelines – Edition 2" (EMS Guidelines).

We can also prepare Pollution Incident Response Management Plan(s) in accordance with section 153A of the Protection of the Environment and Operations Act 1997.

Urban Perspectives can also act as nominated Environmental Management Representative (EMR) for major projects and assist with the implementation of Environmental Management Plans, obtain relevant permits and licences, liaise with construction Crews, ensure environmental compliance, respond to incidents / NCRs and undertake environmental monitoring (e.g. noise and vibration monitoring, water quality monitoring and soil sampling) promote environmental awareness and maintain environmental records and registers.

Community and Stakeholder Engagement Plan
(C&SEP) and Community Liaison Officer

Urban Perspectives specialise in the preparation of community and stakeholder engagement plans (C&SEP) for construction projects.

The C&SEP would be prepared in accordance with International Association for Public Participation Australia’s (IAP2) “Public Participation Spectrum”.

Urban Perspectives can also act as nominated Community Liaison Officer and would:

  • Implement the Community and Stakeholder Engagement Plan.
  • Facilitate community information sessions throughout the construction period for identified community groups to provide updates on the works and impacts on residents.
  • Field enquiries and complaints related to the works.
  • Set-up and maintain complaints register using cloud-based software IMS Stratus and ensure Council is notified of complaints within 24 hours of receiving the complaint.
  • Set up a dedicated mobile phone number for the project. The mobile number will be available 24 hours 7 days a week and answered directly by the Community Liaison Officer.
  • Attend weekly project meetings and report on stakeholder activities, complaints and actions.
  • Arrange for the issue of notifications or newsletters and information to the customers affected by noisy events at least one week prior to the event.
